Weak governance, ethnic tensions, and ecological degradation have created a conducive environment in which terrorism can flourish. In the West, lone wolf terrorism is on the rise with one in five of the suspects being under the age of 18.<\/p>\n\n\n\n<p>The report also highlights how terrorist organisations are rapidly adapting to emerging technologies, transforming their operations through artificial intelligence and encrypted communications.
